You are far better off conducting your Article Marketing Strategy at blogs or communities that service a dedicated pool of readers or users that actually have a person like an editor who allows people to submit content for possible inclusion in their website. Now, you don't have to pay to have your content appear in these sites, you might just have to pay to find all of these sorts of websites in the one place.

Google the Directory of Ezines and it will all come together and make sense for you. For a one-time investment, you can get a collection of online newsletters complete with contact information of editors-in-chief and owners of blogs, as well as whether they are or aren't accepting content.
